At long last, we have a complete list. Super Street Fighter IV will be bumping the character count from 25 up to 35, and here’s the mysterious Mr. 35 himself: Hakan.
Not much is known about Hakan. He keeps himself very slippery, and uses that to seemingly phenomenal effect in his fights. These two videos contain everything there currently is to know:

Seems flamboyant.
He’s suppose to be a stepping stone for using the 3s characters Dudley, Ibuki, and Makoto, something Ono, part of SF4 development team, mentioned in an interview. Since those three are for high level characters, Hakan is suppose to train a player to using them, considering that all three have a lot of follow up chains and links. Hakan’s damage isn’t all that impressive, but his key is in his links. Basically, he’s a combo heavy character, which is very odd to say about a grappler. But with that medium range grappling and long range slide, he’s going to be a great pressure grappler. Zangief’s range is too close to him while Fuerte has to have some pretty precise accuracy to hit with his Tostada or Fajita.
Hakan plays a lot like Clark and Blue Mary from the King of Fighter series.
